Karen L. Duncan

Karen Duncan ([email protected]) was called to the Bars of Barbados and Jamaica in 2003. She began her legal career in Jamaica, as a Litigation Associate at DunnCox, Attorneys at Law. Subsequently she was the Legal Officer of the Jamaica Fair Trading Commission. After serving as the Assistant Case Manager for the Scholars at Risk Network at the New York University, Ms. Duncan returned to the Caribbean and worked at the Attorney General’s Chambers of Saint Vincent and the Grenadines, first as Senior Crown Counsel and later as Solicitor General.

As Solicitor General, Ms. Duncan was the lead representative of the Government of Saint Vincent and the Grenadines in a number of pivotal constitutional and public law cases. She was also the Government’s lead negotiator on numerous development, concessions and real estate agreements between the Government and the private sector.

Ms. Duncan has established herself as a senior constitutional and public-sector attorney with over 20 years’ experience serving as principal legal adviser to Attorneys General and Cabinet on high-stakes constitutional, legislative and civil matters. She is trusted counsel on politically sensitive and institutionally complex issues, with a proven record supporting major legislative reforms, defending constitutional challenges, and strengthening governance frameworks.

Ms. Duncan holds a Bachelor of Science degree in Management Studies from the University of the West Indies (UWI), a Bachelor of Laws Degree from the UWI, a Master of Science in Global Affairs from New York University, and a Master of Laws Degree in Legal Drafting from the UWI.

Camillo M. Gonsalves

Camillo Gonsalves ([email protected]) was called to the Bar of the state of Maryland in 2001 and the Bar of the District of Columbia in 2002. He practiced civil litigation and human rights law at the law firms of Weiner Brodsky Sidman Kider PC and Mehri & Skalet, PLLC in Washington DC before returning to the Caribbean in 2004. Mr. Gonsalves did in-service training at DunnCox law firm in Kingston Jamaica before accepting a job as Senior Crown Counsel at the Attorney General’s Chambers of Saint Vincent and the Grenadines.

Subsequently, Mr. Gonsalves served as a diplomat, assuming the role of Ambassador and Permanent Representative of Saint Vincent and the Grenadines to the United Nations. He was later elected for two five-year terms as the Member of Parliament for the constituency of East Saint George. As a parliamentarian, Mr. Gonsalves served, at various times, as the Minister of Foreign Affairs, Trade, Finance, Economic Planning, Sustainable Development, Labour and Information Technology.

Mr. Gonsalves holds a Bachelor of Arts in Journalism from Temple University, a Juris Doctor from the George Washington University Law School, and a Master of Science in Global Affairs from New York University. He is the author of Globalised. Climatised. Stigmatised., a book about Caribbean development in a hostile international climate.

Ralph E. Gonsalves – Of Counsel

Dr. Ralph E. Gonsalves ([email protected]) served as Prime Minister of Saint Vincent and the Grenadines for 24 years, an unbroken tenure that made him one of the longest-serving elected leaders in the world. First elected to office in 2001, he led the nation for more than two decades with a steadfast commitment to social justice, economic transformation, and regional integration.

Dr. Gonsalves is an accomplished attorney, scholar, and legislator. Prior to becoming Prime Minister, he worked as a sought-after criminal and civil attorney across the Caribbean for over two decades. Educated at the University of the West Indies and the University of Manchester, and a member of the Honorable Society of Gray's Inn, Dr. Gonsalves has authored several books and academic papers on law, governance, and Caribbean political economy. His leadership has been marked by major advancements in infrastructure development, education, health care, housing, and foreign policy—most notably his advocacy for small-island developing states and his role in elevating St. Vincent and the Grenadines onto the United Nations Security Council.

A respected voice in the Caribbean and the global South, Dr. Gonsalves has championed climate resilience, economic diversification, and multilateral cooperation. His long and distinguished service has earned him recognition as one of the Caribbean’s most influential political figures, dedicated to the upliftment and empowerment of his people.
